More bad new for Ken Clarke
Clarke will have some explaining to do when confronted with the latest figures released by the Howard League for penal reform...
"The prison population has risen at a rate of 2.3% over the past 12 months. There are 1,994 more people in prison than a year ago."
This will come as a bitter blow to Clarke before the Legal Aid, Sentencing & Punishment of Offender's bill returns to the House of Commons on the 17th April next week. Clarke pledged to cut daily prison population and said his sentencing reforms and 'rehabilitation revolution' will 'stem unsustainable rise in UK prison population'
On the 20th October 2010 the justice secretary, Kenneth Clarke, made an unexpected pledge to cut the record 85,000 daily prison population in England and Wales by 3,000 within four years. The Treasury endorsed Clarke's claim that his planned sentencing reforms and "rehabilitation revolution" would "stem the unsustainable rise in the UK prison population".

This week there are 87,433 men, women and children in prisons and young offender institutions in England and Wales.
The prison population has risen at a rate of 2.3% over the past 12 months. There are 1,994 more people in prison than a year ago.
There were 454 children held in secure children’s homes and secure training centres in January 2012. This compares to 423 the year before.
There are 11,613 men and women held in private prisons across England and Wales.
Certified normal accommodation (CNA) is the prison service’s own measure of how many prisoners can be held in decent and safe accommodation.
The current CNA number is 78,335 which means that 9,098 men, women and children are being held above this level.
32,212 people were sent to prison between July – September 2011.
There are 12,174 men, women and children held on remand in prison.
There are 7,264 people serving short sentences below 12 months. 13,927 people were sent to prison in the quarter to serve a short sentence.There are 6,162 people held on indeterminate IPP sentences, of which 3,489 have passed their tariff.

At a reported cost of £47,000 to lock a prisoner up for a year, the increase of 1,994 in the prison population means Clarke's justice budget will need to find an extra £91 million a year. His justice measures aren't working; Clarke needs to wake up and realise that a culture of cuts and social deprivation are fuelling crime.[/b]
